Introduction
Nowadays,the attention of the government focused on education of rising generation. In the modern world in every field of activity we have competition including education. The process of education is essential as for the people, as for the development of country. To be in the list of competitive countries Kazakhstan is doing all required actions, especially in the sphere of education. For the socio - economic development Kazakhstan needs high educated people, who are professionals of their work, it influenced to opening intellectual schools and universities for students. As for schools, in 2008 year, by the order of president of Kazakhstan, a project of intellectual schools for exceptional students had been started. These schools were named in honor for the first president of Kazakhstan,The Nazarbayev Intellectual Schools are a network of schools for exceptional students throughout Kazakhstan. As a matter of fact, by the end of 2014 year there have to be opened 20Nazarbayev Intellectual Schools and at these days this project was successfully done. Intellectual Schools are intended to become an experimental platform for the development, research, analysis, monitoring.
With reference to “Tempuskaz Belight”, in 2006 68 public universities and 109 private universities presented higher education.
Tempus is one of the programs of European community refers to facilitating the process of socio-economic reforms and development in partner countries. Among the partner countries currently, countries of the Western Balkans, Eastern Europe (including Russia) and Central Asia, and several Mediterranean countries were included. The mobility of students, academic and administrative staff of universities from the member countries of the European Union and from partner countries can be a part of the project in the framework of the Tempus program.
Therefore, I hold a viewpoint that due to these programs, the exchange of international and local experience will develop and affect to increase the education rate of Kazakhstan.
Context
Initially, experience exchange affects to a high level of English language through the country. The program of Nursultan Nazarbayev has direct link for the development of international language. A unique thing that Nazarbayev Intellectual Schools recruit their international teachers, who came from different countries through the world. Three education programs by levels were entered to school: elementary school, which includes pre-school education and training, primary school and high school.
Therefore , in high school students are adapted to study subjects like Mathematics, Biology , Chemistry , Physics , Geography , ICT , Global Perspectives , Economics in English, which allows them to enterhigher educational establishment or study abroad. Nowadays Kazakhstan presents condition, that student can have a choice, after graduation, students can choose in which group they will study, a group with national language – Kazakh, or Russian language, or international language – English language. Due to in NIS programs, it will enter on programs of the secondary schools, lyceums and gymnasiums, so through all Kazakhstan. According to the head of Department of MES RK Banu Narbekova, new format of studying subjects in English should enter to the programs of all schools by 2020 and more than 10 thousand students were trained on multilingual education in 42 schools in the country. Hence, plan to enter it into programs of all schools of Kazakhstan realizing year by year and affecting for the development of country.
Referencing to the Kazinform news, In Kazakhstan significantly increased the level of knowledge of English among the adult population, people from 18 to 34 years. These data showed by the results of a global survey EF English Proficiency Index, which was attended by 750 thousand people from 63 countries.The level of English among the adult population of Kazakhstan increased by 11.23 points in the past 7 years, which is significant improvement than in some other countries. Despite this progress, professional level of English in Kazakhstan has remained below the regional averages for groups of all ages and is situated in the segment of countries, limited English skills, taking 54th place. In addition, the survey indicates that women in Kazakhstan speak English better than men, and gender inequalities are considerably greater than in other parts of Asia. (See Appendix A). Thus, it can be noticed that all countries are paying special attention on International language and also that it is improving all over the world.
Performances of citizens were increased, today in international rankings Kazakhstan has good positions - 14th place out of 177 countries in terms of literacy.
Kazakhstan in the last four years is highly appreciated by international experts and in four leading countries in education development index (EDI) among 129 countries in the world, ahead of Japan, UK, Germany and other countries.
According to the Global Competitiveness Index (GCI) Kazakhstan in 2012 was on 51 place among 144 countries participating in the ranking. Improvement of positions, growing for 21 position up - the result of the successful implementation of the political course of the President.
Furthermore, according to the Trading Economics news, unemployment rate in Kazakhstan reached 4.90%. There are a great number of people who are willing to find a job, for that reason they have to be high educated to find stable work for them, also for the companies it is better to have good specialists in order to employees take part in developing their company. In addition to that, experience exchange affects to the professional development of local teachers. Sending them abroad by program Bolashak. International scholarship "Bolashak" is for studying of citizens who are conducting lessons in high schools in order to have an internship abroad.
The Decree of President of the republic of Kazakhstan was established about program Bolashak International Scholarship on November 5, 1993. (“Embassy of the Republic of Kazakhstan”). According to the “Development department of Zhambyl region”, the main benefit of this program is that getting guaranteed job in the company or organization after completing internship, where the application submitted. Therefore, this program will cause to decreasing the average unemployment rate in Kazakhstan.
Aims
The main purpose of this research is to find the impacts of exchange of international and local experience affect to the education of Kazakhstan. In order to answer this question and achieve this aim, several sub questions were added:
What state programs are planned to improve study English?
What is the influence of experience exchange on local teachers?
How does the experience exchange affect to the development of international language through students of NIS, Taldykorgan?
How does the rate of human literacy changed due to the clout of experience exchange?
Outcomes of research and considering all the points, consequences and influence of experience exchange helps to broad interpretation.
The opinion of other people plays considerable role on my research and by creating surveys, questionnaires and taking interviews was clarified their opinion and point of view.
Methods
In order to investigate the exchange of international and local experience influence to the education of Kazakhstan several types of research were used during research. The research included two different methods, they are primary and secondary. Theoretical research provides the information about subjects which carries in English. From those primary and secondary types of methods questionnaires, interview and literature review were chosen. Using several types of research allows avoiding bias information and makes the information precise and exact. Furthermore, it allows coming to an accurate conclusion.
For the first question “What is the influence of experience exchange on local teachers?” was used one of the method type – interview as a method for conducting qualitative research. Using the interview method type helps to explore the views, opinion and experience of people.Structural interview was provided and open-ended questions were included in order to interviewee be able to answer the questions and convey their opinion. A structured interview was conducted with a teacher of chemistry Kudaibergenova Karlygash, with length of service about 20 years. This teacher was interviewed as she is an expert on her sphere.
“In reference to the second question” How does the experience exchange affect to the development of international language through students of NIS, Taldykorgan?” was created questionnaire, as in NIS, Taldykorgan more than 500 students and majority of them are in high school, was decided to create a questionnaire for certainly students and also for the teachers. Participants are older than 14 years old. From my viewpoint precisely this people are have good knowledge and experience on it and they can answer for the questionnaire, as for students, they are studying main subjects in English, it starts for students of school at the age of 14 – 15. In addition, teachers of NIS also participated in this questionnaire and shared their opinion.
Turning to the third question “How does the rate of human literacy changed due to the clout of experience exchange?” majority of data gathered by theoretical research, for those questions information was collected from the Internet. Availability of the Internet allows finding a great number of useful and credible sources and websites. For that type of research Google searching system was used. By comparing the data which were found all attention focused on the credibility of source websites and Internet domain names which end with .com .int .gov. According to the Livinginternet.com top level Internet domains are .com .int .gov, which are Commercial, International and Government sites. Relying on this information credible and trustworthy information were found.
Results
Initially, data gathered by theoretical research, applying credible information from the Internet sources, results of that theoretical research are reflected in Context part.
With regards to the first primary research, it was an interview. The interview included several question about experience exchange and its impacts on local teachers and this questions were asked from chemistry teacher of NIS – Kudaibergenova K.A. According to the words of interviewer, “Today, young generation has all good conditions to study well, actually all programs and strategies are directed to the development of education section. In last two decades, there can be noticed educational progress, due to that as NIS is experimental school and there are lessons conducted in English for high school, it is one of the peculiarities of that school. It is also a great opportunity for teachers of high school to develop their English, there is special English courses provided, due to that we can easily communicate with international teachers, which influence better experience exchanging between international and local teachers. After coming international teachers, NIS staff disclosed that in relation to science, international teachers have extensive experience on doing practical works. Working together during this time, influenced local teachers to perform laboratory works carefully and painstakingly, also they had a big impact on solving problems of students, so students start to formalize tasks under the standard.” On this basis, international teachers promote to develop skills of local teachers.
With regards to the results of second question, as in Taldykorgan “Experience Exchange” program and teaching subjects in English language only entered on the program of NIS, questionnaire provided through staff of NIS. More than 70 students and about 20 teachers of NIS Taldykorgan participated in the questionnaire and considering the fact that students and teachers speak English they answered to this questionnaire in English. People at the age of 14 – 43 participated in this questionnaire. Questionnaire included open ended and close ended questions. The first question related to the age of participants and the other questions concern about their knowledge of English language.
The results of questionnaire determined that mostly students at the age of 14-15 started to study English language at fifth grade, regarding teachers, 67% of them studied at 9th grade and other 23% learned other languages like Dutch, German and French. What is more, most of NIS staff has upper intermediate level of English, 43% of them have upper intermediate, 39% - advanced, 11% - pre – intermediate and 7% - proficiency. With regards to the results of penultimate question, all participants of questionnaire confirmed statement, that there was English development due to international teachers. Turning to the last question, percentage results indicated, that for the most part of partakers, international teachers had an influence on section – speaking. ( See Appendix B)
Concerning the results of the third theoretical research method - Internet searching, according to the Literacy.edu there was fluently increasing of human literacy until 2009 year in Kazakhstan, after this year this rate index of literacy rate raises and literacy of people between 25 – 35 years step up until 99.4 %. (Appendix C) With relation to IndexMundi.com Republic of Kazakhstan has one of the highest score human literacy through the world, total population literacy is equal to: 99.7 %, male: 99.8%, female: 99.7%, while total world literacy is equal to 87.9 %. (Appendix D) The index measures the country's advances from the point of view of educational acquirement of its population factors like:

The index of aggregate share of students receiving primary, secondary and higher education.

Conclusion
By considering the fact that experience exchange plays key role in development of education process. With regards to the influence of experience exchange of international and local teachers, Index rates of English knowledge, human literacy are increased and ability of workers also developed, it was proven by the results of methods that were used. According to the corollary of interview, interviewee states that experience exchange has a big impact on developing of the education system in Kazakhstan, as international teachers taught in different schools their method of approach to students differs from approach in Kazakhstan. From my perspective, it causes on having eminently qualified specialists in the future, as anti - plagiarism reinforced due to international teachers.
Turning to the effect of experience exchange on English language it was confirmed that English knowledge is developed by the influence of experience exchange, especially international teachers. It can be proven by the results of International English Language Testing System (IELTS), the results of testing indicates that it is increasing year by year. In 2015 IELTS exam average rate is equal to 6.2, comparing that with the results of 2014, when it was equal to 5.9, it increased 0.3 points, mostly students received marks 6.0 – 6.5. Having upper level of English as for teacher and as for students allows them develop the experience exchange by taking part in that program and to go abroad.
Coming to the Human Literacy rate (HLR), until 2009 year there was not noted any striking, but after this year there is distinct development of Human Literacy of people at the age 15 – 25. From my own perspective, after 2009 year there was mass flow of international teachers to Kazakhstan, they came to our country by agreement for a long period of time, which results in evolving average rate of Human Literacy through Republic of Kazakhstan.
Taking into an account everything that concluded above, in the XXI century the main purpose of all countries is to establish competitive country in every sphere. Almost all strategies are connected with the development of education process in Kazakhstan, development of country dependent on education progress, as due to that factor new opening and innovations occur.
Evaluation
Research question was successfully answered, by using several types of research methods (secondary and primary). Data were found in the Internet for the background information, and for that purpose Google searching system was used. However, in the process of searching reliable sources and information, problem of essential fault of a theory occurred, due to the multitude data, which is not related to the research topic and a great number of information which are out – of – date. In addition, website EBSCO.search.com familiar for all users with its credible data and renewing them often, nevertheless, shortage of the information about education system and process of it in Kazakhstan, influenced spending a long period of time on searching reliable sources.
Moreover, considering the fact that in the interview research method was only one interviewee, having and opportunity to have more than one interviewee allows to know more information about experience exchange program and to compare their answers and assess them for credibility. For instance, on the method section, it will be better to have an interviewee from secondary school, to ask supplementary questions and know their opinion about teaching subjects in English and are they want to have an opportunity for the experience exchange with international teachers.
As for the questionnaire, where only 70 students and teachers of NIS, Taldykorgan participated, results of this method were relevant to the topic, but that conclusion cannot be concluded for all NIS schools through Kazakhstan (20 schools in every region), the survey has to be conducted at least from three NIS schools, by using online survey. Using free online survey software – SurveyMonkey.com allows to know the opinions of people who are in other NIS. In addition, as questionnaire is quantative research method, to have participants about 150, assist to come to exact and accurate conclusion.
Further research
The experience exchange of local and international teachers, that field of investigation might be expanded and can be more detailed with reference to two sub – questions in order to make the research all – embraced. They are:
How does the program experience exchange in Kazakhstan differ from experience exchange abroad? To investigate this question thoroughly, interview method can be applied. For further research, semi - structured interview with international teachers of NIS, allows collecting more information about experience exchange abroad and their relationship, agreement with other countries. Choosing semi – structured type of interview considered in order to ask coherent questions depending on their answers.
In which sphere education progress is shown by the influence of international teachers? To know the impact of experience exchange for the particular sphere, observation method can be applied. It can be reached by observing other schools or organizations, where lessons provide in English. Naturalistic observation method will be used rather than controlled observation, as naturalistic observation involves observing spontaneous behavior of people.
